Who never actually took any more notice or interest of workers, but were full of daft and meaningless notions and concepts. These however were not actually dreamt up the Philpa's more by their Department, Philipa being just the mouthpiece.
The absolutely sublime Julie Walters is Brens mum Petula, who seems to morphe into her persona. Here it is a cameo appearance, but however brief her screentime, Petula becomes the attention. So consummate is Walters acting that we know so much about Petula, from her very first appearance.
