The sheriff questions Burke Devlin over his whereabouts on the evening of Bill's death which he reveals took place around 10:45 that night. It's not an accusation, nor is Burke named as a definitive suspect, but it's obvious that he's a definite person of interest. Burke insists that Roger Collins lied about not knowing why Bill had called them all there. The sheriff is vague in his intentions, but he is going to leave no ocean rock unturned until he gets some answers. Maybe it's murder, maybe it's not is his attitude, and he's not going to label it either until he's sure.
Victoria and Maggie spend time together talking about the tragedy, and the purpose of their conversation is a combination of recap and the two young women bonding. There needs to be episodes like this as a possible murder mystery is set up, and the writing serves a direct purpose. Of episodes where little happens, this has been one of the easiest to get through, and while "Dark Shadows" would have more intense days down the curving Maine roads, this is an ok way to pass 20 minutes.
