It's very clear that by the reappearance of Mrs. Sarah Johnson (Clarice Blackburn) that she was not just a one-off character to point the finger and go in her scene with Sheriff Patterson. Mrs. Johnson meets with Burke who suggests that they get Mrs. Johnson a job working at the Collins home to get information on Roger. The target isn't the Collins family but just Roger, and Mrs. Johnson is more than game. Burke also makes Victoria a person of interest in their spying game, and it's clear that a new chapter is being prepared to unfold.
The other scene involves Carolyn and Joe, their romance taking a big step, and Carolyn realizing that her infatuation with Burke has gone too far. Carolyn visits Burke to find proof that he's lying, and Mrs. Johnson must hide as to prevent their plot from being revealed. Burke utilizes Carolyn's naivitee to get Mrs. Johnson's foot in the door, setting up the creation of Collinwood's version of Mrs. Danvers. It's a great episode as far as forwarding the plot, clever in many ways.
