I would have to recheck the Best Of Batman books to see what exactly the assumption was with the Super Batman of Planet X, but it was generally he was some sort of Superman, or baby Kal El from Krypton rocketed to this planet where he became Batman to a degree.
It seems this Clark-Batman didn't have quite the super powers that Earth's Kal El did, but an incident did enable Bruce Wayne-Batman to get superpowers instead and take on Rohtul (even not seeing it spelled, it was obvious who the bald villain was supposed to be).
What was also fairly obvious was the implication that Earth's Batman was now Superman to X's Batman and E-Batman was now standing on the other foot of Superman's taking the limelight on Earth from E-Batman.
Also interesting was Green Arrow's comic turn at the end when he too developed super powers, albeit only for a little while.
