Seems that he is leading a drive for turning in your guns and getting amnesty as well as $200.00 for doing so. Of course, one of the guns that's turned in was used in a robbery the morning it was submitted. Should the matter have been dropped? The solution to this was ridiculous. The officer who realized that the gun was used did the right thing. These things can't be simply ignored.
