Who Is The Screen Snapshots Screen Reporter?

Whoever he is, he has a good job and a rather droning way of reading his script.

Screen Snapshots was one of the longest-running of the "behind the scenes" series of shorts, being produced for more than thirty years by Columbia Pictures. That being the case, it's not surprising that when they decided to do an episode in which they showed off the talent, in front of and behind the camera, they chose to illustrate it with shots from one of their A pictures currently in production, Capra's THE BITTER TEA OF GENERAL YEN.

Besides shots of Capra and his stars, there's a tremendous amount of preparation shown, from choosing a subject to running it in the screening room. Contrary to what a lot of people seem to think, actors don't make up their own lines, cameramen need careful preparation, and so forth.
