I was checking my old games the other day and stumbled across to it's dvd disc and gave it a shot after more than 10 years. So I felt like spending 10 minutes to write a review about it. It kinda surprises me that has no reviews or ratings at all as it was quite decent at his time, obviously before Empire Total War arrived (ETW).
This game is basically a precursor to ETW starting at the French Revoluton at 1789, where you choose one of the great forces (GB, France, Prussia, Austria, Russia) on the quest to conquer the whole Europe. It's an 80-100% strategy game (depending on whether you want to play the action fights or let it to computer to decide), where you can deploy troups, build all sorts of buildings (barracks, trading, ports, universities, hospitals, etc), create alliances, declare war/truce and these sorts of stuff.
It is not a game I would recomend anymore, as ETW is much more rich in development in all aspects, and might get quite boring at the mid to late game, once you have actually conquered 1/3 to 1/2 of Europe and noone can oppose you, so there's no real danger or risk after this point. It is also quite an easy game; If you have some experience on similar games you can comfortable win it on hard difficulty first time.
All in all, it was a decent game back at it's time (I was about 10 when I first played it and i was getting owned) but unless you are on an old-game-marathon and you like this kind of games I would not recomend it.
